Dr. Chopra has a Doctorate in Chemical Engineering from IIT Delhi. He joined Engineers India Ltd in 1970 and rose to the Board level position as Director (T). He also had the privilege of working as Chairman & Managing Director for about 13 months.

Dr Chopra also worked as Executive Director- Centre for High Technology, a society under Ministry of Petroleum & Natural Gas between   2001-2003. 

Subsequently he joined Indian School of Petroleum/University of Petroleum and Energy Studies (UPES) promoted by Hydrocarbon Education and Research Society, New Delhi as Director (Academic)/Founder Chancellor & continues with UPES till date.

Dr. Chopra has been visiting Professor at IIT Delhi and INAE-AICTE, Distinguished visiting professor at IIT, Roorkee (The University of Roorkee).Dr Chopra has been honoured with “Petrotech Life Time Achievement Award”, “Distinguish Alumni of Delhi College of Engineering”, “CSIR Technology Award”, “NRDC Independence Day Award”, “Dept. of Petrochemical Award”, etc. He has been "member of various   Research Advisory Committees and Several Govt. of India Committees.
